The Beginning
Originally established as the Oil Industry Training Board (OITB), formed by visionary companies to standardize industry challenges.
Official Registration
Merged with the Oman Oil & Gas Contractor Forum to form OPAL. Registered on October 27, 2001, under the Ministry of Social Development.
OPAL STAR
OPAL Star was launched in 2017, at the request of the operating companies, to drive standardisation and quality into the private and public training providers who provide services to the Oil and Gas sector. Later, OPAL Star was renamed as Training Evaluation. The Training Evaluation Provider Standards are built on OPAL's mandate for standardization and human capital development excellence.
In-Vehicle Monitoring System (IVMS)
The In-Vehicle Monitoring System (IVMS) is an OPAL road safety solution that enhances fleet safety through real-time monitoring of vehicle movement and driver behaviour. The system captures and analyses key driving data, including harsh braking, harsh acceleration, speeding, seat belt compliance, vehicle location, route tracking, driving hours, distance travelled, and panic button activation. By providing real-time monitoring, event recording, and comprehensive reporting, IVMS helps organisations improve driver performance, reduce unsafe driving behaviours, minimise road traffic incidents, and enhance overall fleet safety and operational efficiency.
NOS Programs
The National Occupational Standards (NOS) Programmes, introduced in 2018, are competency-based vocational education and training programmes developed to align with industry and labour market requirements. They establish nationally recognized occupational standards by defining the knowledge, skills, behaviours, and performance criteria required for competent performance in specific occupations.
Roadworthiness Assurance Standards (RAS)
The Roadworthiness Assurance Standard (RAS) is an industry standard established for the energy and minerals sector to ensure the safety and roadworthiness of vehicles used in industry operations. The standard achieves this through a structured vehicle inspection scheme conducted at approved RAS Inspection Centres, supported by the approval and certification of inspection centres, workshops, inspectors, and vehicles to ensure compliance with road safety requirements.
Skill Certification Approval
Skills Certification, introduced in 2020, assesses and certifies individuals against the National Occupational Standards (NOS). It verifies that individuals possess the knowledge, skills, and competence required to perform specific occupations in line with industry and labour market requirements.
Defensive Driving & Safe Journey Management
The OPAL Defensive Driving Project, launched in 2021, is a strategic road safety initiative for the energy sector that promotes safer driving practices and a proactive safety culture. The project equips drivers with defensive driving principles, enabling them to identify potential hazards, manage risks effectively, and comply with traffic regulations and the OPAL Road Safety Standard to help protect people, assets, and the environment.
Unified HSE Passport L1
The OPAL Unified Health, Safety and Environment Programme (UHSEP) Level 1 provides personnel entering the oil and gas industry with the essential health, safety, and environmental knowledge required to work safely. The programme covers core competencies through five key courses: HSE Induction, Hydrogen Sulphide (H₂S) Awareness, Fire Warden, Self-Contained Breathing Apparatus (SCBA), and Environmental Awareness, ensuring participants are prepared to meet industry safety requirements.
CAMP
OPAL Camp Inspection Project is a quality assurance initiative that evaluates workforce accommodation facilities serving the energy sector in the Sultanate of Oman. The project ensures compliance with the OPAL Camp Standard through desktop reviews, on-site audits, and verification of corrective actions, covering accommodation, catering, hygiene, health and safety, fire protection, welfare facilities, environmental management, and camp administration to promote safe, compliant, and high-quality living conditions.
Driver Fatigue Monitoring System (DFMS)
The Driver Fatigue Monitoring System (DFMS) uses AI-powered in-cab cameras to monitor driver behaviour and detect unsafe actions in real time. The system identifies fatigue, drowsiness, distraction, mobile phone use, smoking, looking away from the road, and camera obstruction or tampering. When unsafe behaviour is detected, DFMS issues an immediate in-cab alert and records the event, enabling organisations to improve driver behaviour, reduce human error, and strengthen road safety.
Unified HSE Passport L2
OPAL UHSEP Level 2 programme provides specialised health, safety, and environmental training for personnel involved in higher-risk operational activities. It develops the competencies required to identify and manage workplace hazards through seven key courses: Authorised Gas Tester (AGT), Chemical Handling Awareness, Chemical Handling Management, HSE Leadership, Naturally Occurring Radioactive Material (NORM) Awareness, NORM Management, and Risk Assessment, ensuring compliance with industry standards and safe work practices.
First Aid
OPAL First Aid Programme equips personnel with the knowledge and practical skills required to respond effectively to workplace medical emergencies. The programme is delivered through internationally recognised certification pathways, including Highfield First Aid qualifications and American Heart Association (AHA) courses, ensuring participants are competent in essential first aid, CPR, Basic Life Support (BLS), and other life-saving interventions.
Working at Height
OPAL Work at Height Programme provides personnel with the knowledge and practical skills required to work safely at elevated locations where there is a risk of falling. Delivered in collaboration with NPORS and CISRS, the programme focuses on fall protection, hazard identification, safe working practices, and compliance with industry safety standards.
Permit to Work
OPAL Permit to Work (PTW) Programme, delivered in collaboration with Petroleum Development Oman (PDO), equips personnel with the knowledge required to apply the permit-to-work system safely and effectively. The programme focuses on permit requirements, hazard controls, safe authorisation procedures, and confined space entry to ensure high-risk activities are carried out in accordance with industry safety standards.
Lifting Equipment (LE) Inspection
The OPAL Lifting Operations Management Standard was developed in November 2020, followed by the launch of the OPAL Lifting Equipment Inspection (LEI) Project in May 2025 to support its implementation. To date, 24 OPAL Lifting Equipment Inspection Bodies (LEIBs) have been successfully certified. The project currently covers various lifting equipment categories through the OPAL Unified Service Platform (USP), including Mobile Cranes, Lorry Loaders, Overhead Cranes, Jib Cranes, Forklifts, Telehandlers, Mobile Elevating Work Platforms (MEWPs), Side Booms, Monorails, and Vehicle Lifts.
Kingpin & Fifth Wheel Inspection
Kingpin and Fifth Wheel Inspection Project is a road safety and quality assurance initiative that enhances the safety, reliability, and compliance of heavy-duty articulated vehicles operating in the Sultanate of Oman. The project ensures that kingpins and fifth wheels are inspected, maintained, and certified in accordance with internationally recognised standards and industry best practices, supporting safer and more reliable vehicle operations.
Multi-Speed Limiter Device (MSLD)
The Multi-Speed Limiter Device (MSLD) is an electronic road safety system that prevents vehicles from exceeding predefined speed limits. By automatically restricting the vehicle's maximum speed in accordance with regulatory requirements, the system helps prevent speeding, reduce the risk of speed-related accidents, ensure compliance with road safety regulations, and support safer and more efficient fleet operations.
Machine Management System (MMS)
A legacy of facilitating training and employment for 15,000+ Omanis and redeploying 9,700 during industrial shifts.
OPAL Food Safety Courses
The OPAL Food Safety Programme enhances food safety competency across the oil and gas sector in support of compliance with the OPAL Camp Standards. The programme includes OPAL Customised Food Safety Courses, developed to address industry-specific requirements, and OPAL Certified Food Safety Courses, delivered in partnership with accredited international awarding bodies to ensure alignment with global food safety and HACCP best practices.
